Submission to Universal Periodic Review

A Submission to Universal Periodic Review is a formal document submitted by a government, civil society organization, or other stakeholder to the United Nations Human Rights Council as part of the Universal Periodic Review (UPR) process. The UPR is a peer review mechanism in which the human rights record of each UN member state is reviewed by other member states every four years. Submissions to the UPR typically include information on the country’s human rights situation, progress made since the last review, and recommendations for further action. They may be submitted by the government under review, as well as by civil society organizations and other stakeholders, and are used to inform the review process and the final outcome document. Submissions to the UPR are an important opportunity for civil society to engage with the UN human rights system and to advocate for the promotion and protection of human rights at the national level.
