If a respondent is represented by an attorney or accredited representative in immigration court proceedings, the representative must file a Notice of Appearance (Form EOIR-28) with the court. The Notice of Appearance informs the court and the government attorney that the representative is authorized to act on behalf of the respondent and should receive all notices and documents related to the case. The representative must also serve a copy of the Notice of Appearance on the government attorney.
